The World Rural Forum (WRF), with the support of the Food and Agriculture Organization of the United Nations (FAO), carried out a study to monitor the progress in the implementation

The World Rural Forum (WRF), with the support of the Food and Agriculture Organization of the United Nations (FAO), carried out a study to monitor the progress in the implementation of the United Nations Decade of Family Farming 2019-2028 (UNDFF) through National and Regional / Subregional Action Plans on Family Farming. The results of the study are presented in the report Implementation of the UNDFF 2019-2028 through National and Regional Action Plans: lessons learned, good practices, challenges, and opportunities.

The purpose of this report is to offer the reader a global overview of the progress made in the development of National and Regional Action Plans of the UNDFF 2019-2028 and to share lessons learned and good practices, which may serve as an inspiration to other countries and other agents committed to Family Farming, the UNDFF 2019-2028 and the achievement of the Sustainable Development Goals (SDGs) of the 2030 Agenda. These good practices bring key elements to promote policy dialogue in the elaboration and implementation of Action Plans, strengthen the existing policy framework to support Family Farming, and facilitate the implementation and subsequent monitoring of the plans.

In the first two years, significant progress has been made in the implementation of the UNDFF 2019-2028, with 7 National Action Plans on Family Farming approved. There is a huge mobilization of multiple agents – governments, family farmers’ organizations, National Committees of Family Farming (NCFF), FAO and IFAD, etc., that are promoting the UNDFF 2019-2028 agenda in at least 47 countries and 7 subregions of Africa, Asia and the Pacific, Europe, Latin America and the Caribbean.

The main stakeholders welcome the progress made, although they consider that it is necessary to accelerate the process to achieve the expected results and contribute firmly to creating an enabling policy environment for the development of Family Farming. Efforts should be oriented towards enhancing policy dialogue and collaboration between governments, family farmers’ organizations, NCFF, FAO, IFAD, etc.; a stronger mobilization of technical and financial resources to support the elaboration and implementation of UNDFF Action Plans; and last but not least, the strengthening of the capacities of the main stakeholders involved, especially family farmers’ organizations, to participate in the elaboration of the UNDFF Action Plans 2019-2028, the follow-up of the implementation and the dissemination of the plans among family farmers.

The crisis generated by the covid-19 has put on the table the need for States to strengthen their local food systems based on Family Farming. The UNDFF 2019-2028 Action Plans on Family Farming are an opportunity and a concrete instrument to foster policy dialogue and “build back better” with measures and actions to support Family Farming and advance towards more sustainable, inclusive, and resilient food systems and the achievement of the SDGs.

There are very useful lessons learned, good practices and solutions developed by governments, family farmers’ organizations, National Committees of Family Farming, FAO and IFAD, etc. that can leverage and inspire the development of UNDFF Action Plans in other countries and regions.

We wish you a fruitful reading.

The WCC urges governments, international organizations and other actors to use the United Nations Decade for Family Farming 2019-2028 (UNDFF) as a response to the current and future crises, ensuring

The WCC urges governments, international organizations and other actors to use the United Nations Decade for Family Farming 2019-2028 (UNDFF) as a response to the current and future crises, ensuring sustainable food and rural livelihoods with a future.

The UNDFF 2019-2028 is a concrete instrument for defining short, medium and long-term measures and actions to improve the resilience, sustainability, inclusiveness and viability of family farming and provides a framework for collaboration by facilitating the implementation of these measures.

Tuesday, December 15, 2020. The organizations that organise the Global Civil Society Coordinating Committee (WCC) for the United Nations Decade of Family Farming met on December 3 to analyse the progress made to date in implementing the United Nations Decade of Family Farming 2019-2028 (UNDFF), and also define the main challenges or priorities for the coming year 2021. The WCC is made up of family farming and rural development organizations that are highly representative of all the continents and have been supporting the process of strengthening family farming for eight years.

In this virtual session, the main progress made in implementing the Decade of Family Farming Agriculture was discussed in this complicated context marked by the strong impact of the health, economic and social crisis caused by the covid-19 pandemic on food systems, family farming and their livelihoods.

The UNDFF 2019-2028 calls on the countries to build public policies and legislative frameworks in favour of family farming, in the context of the different realities. This process of defining actions at the country level is carried out especially through the definition of National Plans (NAPs) for the Decade of Family Farming and a target of 100 NAPs has been set for the year 2024.

The year 2020 began with a strong mobilization of actors to work on these National and Regional Plans of Action for the Decade of Family Farming. Although these processes were paralyzed or slowed down for a few months, they have been resumed with force to generate policies, programs and regulatory frameworks that provide a medium- and long-term response to the crisis generated by the covid-19, with a focus on viable, sustainable and resilient family farming. Seven National Plans for the Decade of Family Farming (NAP) have been approved in the Dominican Republic, Costa Rica, Panama, Peru, Indonesia, Nepal and the Gambia, while another four countries are in the process of drafting them.

The mobilization of stakeholders in more than 35 countries is very important, with more than 1500 organizations and entities involved, including family farming organizations, government institutions, academia, international organizations, etc. Many of these mobilization processes are carried out by the 35 National Committees for Family Farming (NCFFs).

Therefore, during the meeting of the WCC, the importance of continuing to strengthen the technical and financial capabilities of the NCFFs was recalled. The meeting also reviewed some global products that are being developed, such as the Family Farming Public Policy Training Program (developed jointly by FAO and IFAD) and the Road Map for the Empowerment of Women, in which many family farming organizations have participated.

The WCC organizations agreed to prioritize for next year, the third year of the Decade’s implementation, the dissemination of the UNDFF 2019-2028 among farmers themselves, accelerating the definition and broadening the means for the implementation of National and Regional Plans, and strengthening the spaces for inclusive dialogue for the construction of public policies. Similarly, it is considered a priority to hold high-level events that continue to place family farming at the top of the international agenda and position it as a response to the major challenges and commitments of humankind.

It is important to share the lessons learned in order to ensure the proper implementation of the Decade of Family Farming and thus enable knowledge among the main actors, ensuring that the Decade continues to be firmly committed to improving the quality of life in rural areas, and therefore, in urban areas.

There is a need to move from theory to concrete actions of the UNDFF 2019-2028, to be implemented in the territories, in order to ensure sustainable and viable Family Farming that is capable of responding to the crises of the present and the future. The crisis of covid-19 could lead more than 130 million people into poverty, and the concrete actions of the Decade, the commitment and political dialogue among the various actors, placing Family Farming and the UNDFF 2019-2028 as the main response to the major global challenges -such as covid-19, climate change, the sustainable food systems addressing Sustainable Development Goals of Agenda 2030 (SDGs), can make a great contribution.

In the face of the global crisis generated by COVID-19, the organization of family farmers into cooperatives (or similar collaborative figures) may be key to meeting the challenges of the future.

The initiative has an important component that targets women and youth in family farming.

The initiative has been designed in collaboration with a number of organizations, which we would like to publicly thank for their participation: LORRA, KONFEKOOP, CSCE-EKGK, Cooperativas Agro-alimentarias de España, COGECA, Agriterra, ACODEA, Kaiku Cooperativa, Fundación Cándido Iturriaga, Laboral Kutxa, Cajamar, UDAPA S.Coop, ABERE S.Coop and ABELUR S. Coop.

2 June 2020 – The World Rural Forum-WRF launches a new initiative with the aim of promoting agricultural cooperatives and associations, taking advantage of the opportunity offered by the Sustainable Development Goals (SDG). Under the name of AgriCOOPDS, the initiative promotes the agricultural cooperativism, through the dissemination of good practices and clearly showing the contribution of cooperativism to the fulfillment of SDGs, and will seek to create an enabling environment that facilitates the adoption of better public policies.

Cooperativism allows for the pooling of supply and the improvement of prices, thus increasing the income of its members. It improves access to quality services for its members and creates sustainable and quality employment. The organization of the agricultural sector in cooperatives allows the mobilization of more capital and resources and contributes to a greater redistribution of wealth.

For all these reasons, cooperatives are an intrinsically social and sustainable business model that contributes directly to the achievement of the Sustainable Development Goals.

In this regard, the United Nations Decade of Family Farming 2019-2028 (UNDFF) highlights, for example, the importance of the participation of women and men family farmers in cooperatives to improve their negotiating skills and conditions and as a catalyst for a steady supply of products in the market (UNDFF Global Plan of Action, 2019).

The AgriCOOPDS initiative is primarily aimed at agricultural cooperatives themselves, who will have the opportunity to learn about their contribution to SDGs through a web-based survey, which will also show where they can make the greatest effort to increase that contribution.

WOMEN AND YOUTH IN THE COOPERATIVE MOVEMENT

The AgriCOOPDS initiative has an important component that targets women and youth, farmers and family farmers affiliated to trade unions or agricultural organisations on all five continents.

In this sense, the initiative aims to increase the incorporation of more women and young people as members of existing cooperatives in their regions, which would strengthen the cooperatives themselves and contribute to improving the quality of life of youth and women in family farming.

COOPERATIVES ARE ESSENTIAL TO ACHIEVE THE SDGs

Agricultural cooperatives are directly linked to 69 SDG targets, 41% of the total existing targets.

The contribution of cooperatives to rural development, facilitating the achievement of targets related to inclusive economic development, climate change, hunger or inequality in rural communities, is done through their work in the productive area of the primary sector, but also through the development of the cooperative and collaborative spirit that facilitates the development of more cohesive and resilient societies.

Now more than ever, let us take advantage of, value, support and trust the enormous potential of family farming and agricultural cooperativism to ensure food security and sustainability of the planet. Family farming and its cooperatives today are the key that will prevent food crises of the future.

28 May 2020, – The Parliamentary Front against Hunger in Latin America and the Caribbean (FPH-ALC) and the World Rural Forum (WRF) have signed a collaboration agreement to fight hunger and support family farming in the region.

This collaboration agreement has been supported by the United Nations Food and Agriculture Organization (FAO) and contributes to the United Nations Decade of Family Farming 2019-2028 and the fulfillment of 2030 Agenda.

“It is an alliance that offers us a collaborative working structure between parliaments, governments and civil society, in order to protect family farmers through State policies,” said Jairo Flores, General Coordinator of the FPH-LAC.

“This agreement contributes to move towards more sustainable, healthy and resilient food systems and to take safeguards to prevent the health crisis from becoming a food crisis”, he added.

The design and implementation of regulatory frameworks, including laws, policies and national action plans, as well as training and policy dialogue are part of the agreed actions.

“With this collaboration we will work together to promote the implementation of the United Nations Decade of Family Farming in Latin America and the Caribbean and, especially, accelerate the development of specific Action Plans that will improve the viability, resilience and sustainability of family farming in the countries,” said WRF Deputy Director Laura Lorenzo.

The agreement has also the support of the Spanish Cooperation and the Mexican Agency for International Development Cooperation (AMEXCID), this last one through the Mesoamerica Hunger Free Program.

Family Farming and COVID -19

COVID-19 has strongly impacted millions of family farmers around the world. Despite this, they have been on the front line from the beginning, ensuring access to healthy and quality food.

In Latin America and the Caribbean, 60 million people work in family farming.

This productive activity provides between 27% and 67% of food production, using between 12% and 67% of agricultural land, depending on the country.

“Family farmers are responsible for producing the food we eat and are the base of the production chain of the food systems in the region,” said Luiz Beduschi, FAO Territorial Development Policy Officer.

“Their protection will be essential to cope with the COVID-19 pandemic and the post-pandemic period,” he added.

Parliamentarians against Hunger

The FPH brings together legislators from 21 countries and different political groups interested in the right to adequate food.

It is a regional network that has promoted more than 30 legislative initiatives to guarantee the right to food and sustainable agriculture.

World Rural Forum – WRF

The WRF is a global network that promotes family farming and sustainable rural development, composed by family farming federations and organizations, rural development organizations, agricultural cooperatives and research centers.

The WRF brings together entities representing more than 32 million family farmers on five continents. Its members include the main regional family farming organizations, such as AACARI (Caribbean), AFA (Asia), COPROFAM (Mercosur), ESAFF (East and Southern Africa), PDRR (Central America and the Dominican Republic), PIFON (Pacific Islands), PROPAC (Central Africa), REFACOF (Africa), and UMNAGRI (North Africa), which in turn have a multitude of affiliated organizations and cooperatives.

Familyfarmingcampaign.org has been highlighting the work of family farmers’ organizations around the world in promoting specific policies for more than a decade.

Tuesday, 12 May 2020 – The World Rural Forum (WRF) has renewed of the website dedicated to the United Nations Decade of Family Farming 2019-2028 (UNDFF). This website aims to provide a space where family farmers are protagonists of the UNDFF, since the real changes in these 10 years must take place at the global and regional level, but especially at the national and subnational level, which is where more impact will be made to improve the quality of life of family farmers.

In the current situation of crisis generated by the Covid-19 pandemic, strengthening family farming is more than ever a key element, with the National Action Plans of the Decade being a concrete instrument for defining policies to strengthen family farming.

The website familyfarmingcampaign.org has served as a platform to make family farming visible around the world for more than a decade; since the beginning of the civil society-led campaign that brought the declaration of the International Year of Family Farming 2014 (IYFF 2014). It was the main platform on which much of the work and achievements of IYFF 2014 were disseminated. It became then the website of the IYFF+10 initiative to carry on with the work started during the IYFF 2014, to continue with the campaign for the declaration of the Decade of Family Farming.

This website has reflected different stages of the work of the WRF, but especially of farmers organizations and the National Committees of Family Farming (NCFF).

Now, with the United Nations Decade of Family Farming 2019-2028 (DNUAF) ahead, the website has a new image and structure, better adapted to this new opportunity.

In addition to including the most important documents and processes of the Decade, it has been chosen to give greater visibility to three key goals defined in the UNDFF Global Action Plan. These are the development by 2024 of 100 National Action Plans developed by Governments in dialogue with family farmers’ organizations and/or National Committees of Family Farming, 7 Sub-Regional Action Plans and 5 Regional Action Plans developed in dialogue with family farmers’ organizations.

The recognition and strengthening of National Committees of Family Farming (mainly led by farmers’ organizations) and other dialogue platforms for the elaboration, monitoring and implementation of National Action Plans for the UNDFF is undoubtedly one of the great keys to the success of the Decade.

For this reason, this website is a space to make visible, not only the existence and work of the NCFF, but also other platforms for policy dialogue relevant to the implementation of the UNDFF.

It should be noted that the website offers a space for women, as this is a priority for the WRF and its member family farming organizations. The third pillar of the Global Action Plan of the UNDFF, which cuts across the entire Plan, identifies “Promoting gender equity in family farming and the leadership role of rural women” as a priority. The Action Plan sets ambitious goals for defining comprehensive public policies, programmes and standards to address the challenges of rural women, family farmers and indigenous women and to guarantee their rights.

It is therefore expected to contribute to the achievement of the goals included in Pillar 3 of the UNDFF Global Action Plan on behalf of women in family farming around the world.

PROGRESS IN MONITORING THE DECADE

Along with national implementation, the monitoring and reporting system of the UN Decade of Family Farming (UNDFF) is one of the fundamental keys to ensuring its success.

There is a need to follow up on the ambitious goals of the Decade included in the Global Action Plan of the UNDFF, but it is also necessary to monitor the development of the different public policies and investments and their impact on rural populations.

Familyfarmingcampaign.org has a space where the monitoring reports of the Decade will be collected.

The renewed website familyfarmingcampaign.org is now available. We therefore invite you to visit and share the site and its contents. We hope you enjoy it.

April 3, 2020.- The World Rural Forum-WRF calls on family farming organizations, National Committees of Family Farming (CNAF) and other dialogue platforms to collect, share and give voice to the proposals

April 3, 2020.- The World Rural Forum-WRF calls on family farming organizations, National Committees of Family Farming (CNAF) and other dialogue platforms to collect, share and give voice to the proposals and emergency measures they are requesting or proposing at the national or sub-national level, to ensure that family farming continues to play the role guaranteeing the food safety during this time of crisis caused by COVID-19 and immediately afterward.

Even before the crisis generated by COVID-19, family farming faced enormous challenges in access to land, credit, economic viability, climate change, while 821 million people suffered from food and nutritional insecurity.
Although there are many uncertainties about the evolution and consequences of the COVID-19 pandemic, the scenario that is drawn is, in any case, of increasing challenges for family farming.

In addition to the immediate health crisis, there are short, medium and long-term impacts on food systems, and especially on family farmers, who are at the center of these food systems.

Family farmers are acting with enormous responsibility, being the cornerstone in feeding the entire population. At the same time, the crisis is causing serious problems for family farmers due to the breakdown of numerous distribution channels and access to markets, difficulties in getting supplies, increasing fuel prices, etc.

Undoubtedly, this crisis is demonstrating the strategic importance of having, in each of the territories, a solid family farming, the basis of sustainable food systems and the development of rural areas.

In this context, the WRF is collecting emergency proposals/measures that family farmers’ organizations, NCFF and other dialogue platforms are requesting or proposing at the national or sub-national level, in order to share them and give them voice. These proposals can be sent by email to WRFSecretary@ruralforum.org.

#BuyLocal, buy family farming products.

#NowMoreNever support, value and trust family farming.
